In January 2024, Governor Murphy signed new legislation requiring all NJ home improvement contractors to carry a compliance bond and increased insurance as a condition of registration. That is the state minimum. HomeGuard requires six weeks of structured training, a comprehensive exam, a background check, annual renewal, and ongoing performance monitoring.
